This is definitely a step forward but it will not impact the current situation much unless there is a stipulation that the cost cannot be passed along to the customer by any means. If that stipulation is taken into consideration the profits gained by the companies in question would be reduced to a degree that it would be less costly to employ call centers in the United States rather than in foreign countries. Or the third option: Stop their record-breaking profits every year, pay Americans decent wages and give them some benefits, and cut the CEOs down to a paltry few million a year in compensation? I think it depends on the economic strategic plan of the country, some activities are so undervalued taht nobody is willing to do it or either so specialized that we lack people with specific abilities. Here in Mexico we outsource many services like financial services to the US and even when we had a problem with petroleum processing (being a big petroleum producer) we sent petroleum to process to Channey (Chennai) India.
